Paying Zakat for past years of estate, which was not distributed

My mother passed away in 2003. She left some gold and my grandmother has been looking after it all this time. We didnt do Taqseem. Now we are going to do taqseem (distribution) and get qabza (posession). Do we need to pay Zakat for all these years since 2003?
(I think my father paid zakat for it until 2009, but then it was too much)?

A delayed distribution on the estate of deceased prevents the complete ownership over the share of the recipient’s estate. The recipient does not calculate that part of the estate in his zakatable assets. Once the ownership has transferred, then from that time onward, the recipient will start adding those zakatable assets to one’s calculation.
