Rule of Touching a Quran which has translation or tafseer.

If a Quran also includes word by word translation under the Arabic & also has full translation in a column on the side of each page, is the book considered an actual Quran with the same rules for handling & reciting as a pure Arabic only Quran?

Yes, it will still be considered as Qur’an in terms of touching, etc. Qur’an translation also carries the same ruling in regards to touching.

The difference in this hukm is about Qur’an exegesis (tafseer) where the tafseer is more than ther Qur’an. However, if the tafseer is less than the Qur’anic text, then the rule of touching of Qur’an applies.
