These rebate/cashback as well as incentive gift offers etc are as per my understanding tabarru’ (i.e. gift from the bank). These are used as an incentive for you to use their bank service or to register you to their services. We discussed this under the cashback on credit card in our previous question :

In this specific RBC offer for an iPad, notice that this offer is dependent on a lot of conditions. And yet, RBC keeps it completely separate from the actual transaction of opening the account with them. Taking up this offer does not establish any legal liability for RBC to honor this offer. This is just like any gift which cannot be mandated upon the gifting party by law.
The small print footnote on the offer says,
“Royal Bank of Canada reserves the right to withdraw this offer at any time without notice, even after acceptance by you. Other conditions apply. For full details including defined terms visit”
Hence if you open an account with them, you may take benefit of this offer.
